Second, its housing stock swings from some of England’s oldest surviving back-to-backs to Europe-scale interwar council estates, and those two extremes need entirely different installation approaches.
Planning in Birmingham: check for Article 4 before anything else
Across most of Birmingham, domestic rooftop solar is permitted development under Part 14 Class A — and from 27 August 2026, SI 2026/896 loosened the geometry for wall-mounted panels, which may now project up to 0.4 m from a house’s wall (0.2 m where the elevation fronts a highway); roof-slope panels keep their 0.2 m projection limit.
But Birmingham is an Article 4 city, and this is where buyers get caught. An Article 4 direction removes specified permitted development rights within a conservation area, which means work that would be automatic three streets away can require a full planning application. Bournville Village — the garden suburb the Cadbury family built, now managed alongside the Bournville Village Trust’s own design controls — is the best-known example: alterations that touch the roofscape there are scrutinised in a way that surprises people used to standard suburban rules. Moseley, St Agnes and Edgbaston conservation areas carry Article 4(2) directions too. If your address is in B13, B15, B17 or B30, spend five minutes on Birmingham City Council’s conservation pages before you accept any quote; a professional installer will confirm the position in writing at survey, and in restricted areas a rear-slope or flush-fitted design often succeeds where a street-facing on-roof array would not.
Everywhere else — which is most of the city — the planning conversation takes one sentence: permitted development applies, and the installer should still put that in writing.
Birmingham’s housing stock, roof by roof
The interwar ring. Birmingham’s defining housing story is the interwar municipal building programme — an effort so large that historians have called it an achievement without parallel among English cities. Kingstanding alone grew to roughly 6,700 homes and was, at its completion in the 1930s, the largest municipal housing development in Europe; the city’s 30,000th council house was formally opened there. Add Weoley Castle, Northfield and the Erdington estates and you have tens of thousands of structurally similar houses: semi-detached or short-terrace, hipped concrete-tile roofs, decent rafters, gardens and drives. The Victorian and Edwardian inner ring. Small Heath, Sparkbrook, Balsall Heath, Selly Oak and Handsworth carry dense red-brick terraces, many still under slate or clay tile. Terrace installs need more care on three fronts: fixings suited to the covering (slate hooks rather than standard tile-lift brackets), scaffold access on streets with no forecourt, and party-wall-to-party-wall roof faces that limit array layout to one orientation. The city’s famous back-to-backs — the last surviving court is preserved by the National Trust on Hurst Street — are a reminder of how much of this stock was cleared; what remains of the ordinary terraced stock is mostly sound solar territory when the survey is done properly.

Batteries make more sense in Birmingham than most sales pitches admit

In practice, R20’s delivery levers are aimed mostly at the council’s own estate, transport and business support (the West Midlands Combined Authority runs net-zero grant programmes for SMEs). What a Birmingham roof actually generates
Be sceptical of any quote showing generation figures that would flatter Cornwall.
