Post-war and later estates: Farley Hill, Stopsley’s edges, Marsh Farm, Lewsey Farm, Sundon Park. Regular roof forms and simple access make much of this stock straightforward. The survey points are covering age (many estates are on original or first-replacement concrete tiles — if a retile is due within a decade, price the re-roof-plus-solar sequence before defaulting to on-roof) and, on flat-roofed blocks and maisonettes, the different physics of ballasted flat-roof mounting, where wind calculation rather than screws does the holding down.
One more Luton-specific note: flats. The town centre’s conversion of office blocks to apartments has put many residents in buildings where solar is a freeholder decision, not an individual one — permitted development works differently for flats, and honest advice starts there.

The quote-comparison question that sorts professionals from cowboys: who submits the application, and does it go in at survey stage or after the boxes arrive? Only one of those answers is right.
Luton 2040, and the honest money picture
Luton Council’s net-zero commitment runs to 2040 under its Luton 2040 vision — later than some cities, and honestly stated as such. For homeowners the practical effects are a planning service that treats rooftop solar as routine and a council that signposts the means-tested national schemes (ECO4 and successors) for qualifying households. There is no general council-funded solar scheme for Luton owner-occupiers, and any salesperson implying otherwise is warming up to overcharge you. The real financial levers are national and dated: 0% VAT on domestic solar and battery installation until 31 March 2027, and Smart Export Guarantee payments — roughly 12–16p/kWh on current leading tariffs — which require the MCS certificate a properly-run install delivers as standard. Does living near the airport affect a solar installation? For a domestic rooftop array, virtually never — glint-and-glare assessment is a large-array planning consideration, not a house-roof one. What airport proximity does affect in parts of LU2 is nothing about the panels and everything about ordinary planning context.
