The workers’ terraces. The dominant stock: late-Victorian brick terraces, built street upon street around the potbanks. Harper Street at Middleport — preserved beside Middleport Pottery — shows exactly what these houses were, and tens of thousands of their siblings remain lived-in across all six towns. For installation purposes they behave like Victorian terraces anywhere, with local particulars: roofs are a mix of Staffordshire blue clay tile, plain tile and slate, chimneys are frequent and substantial (shading surveys earn their keep here), and rear additions offer secondary slopes that sometimes out-perform the main roof. Fixings must land in rafters with the covering worked around them — on brittle old clay tile as on slate, crew experience is the difference between a tidy job and a roofful of hairline cracks. Interwar and post-war suburbs. Meir, Bentilee, Blurton, Trentham’s avenues: semis and estate houses, mostly concrete-tiled through later re-roofs, with the accessible rafters and driveway scaffold positions that make for one-day installs.
A note on ground conditions. The Potteries sit on the North Staffordshire coalfield, and historic mine workings underlie parts of the city — which is why Coal Authority mining reports are routine in local conveyancing. For rooftop solar this is almost never a live issue: the installation loads the roof, not the ground, and a standard structural survey of rafters and covering is the relevant check. It becomes worth a thought only for ground-mounted arrays with foundations, where any known workings belong in the design conversation. An installer who surveys properly rather than quoting from aerial photos handles this by default.
Planning in the Potteries: Burslem changed the rules in 2022
Start from the national position: rooftop solar on most houses is permitted development under GPDO Part 14 Class A, with panels on a roof slope required to stay within 0.2 m of the roof plane and below the ridge. The 27 August 2026 amendment (SI 2026/896) relaxes the position for wall-mounted panels — up to 0.4 m of projection from the wall, 0.2 m where the wall fronts a highway — while the roof-slope limit is unchanged. No application, for most addresses.
Stoke-on-Trent’s exceptions are current and specific:
- Burslem Town Centre Conservation Area was designated in December 2022, and in January 2023 the city council made Article 4(1) directions for it — removing selected permitted development rights to protect the town’s fabric, which Historic England has had on its Heritage at Risk register. The Mother Town’s landmark buildings (the Wedgwood Institute among them) and surviving kiln landscape are the reason. If your property sits in or near Burslem town centre, check the council’s conservation pages before assuming permitted development applies to your elevation.
- Longton Town Centre Conservation Area anchors the city’s other great kiln landscape — the Gladstone Pottery Museum’s complete Victorian potbank sits here — and has been the focus of the Stoke-on-Trent Ceramic Heritage Action Zone run with Historic England.
- Listed buildings need listed building consent for panels on any elevation, everywhere, always.
The pattern to internalise: the six town centres carry the heritage weight; the residential streets around them are mostly standard permitted development territory. A competent installer confirms your specific position in writing at survey — in this city that check is genuinely worth insisting on, because the designations have changed recently enough that older advice circulating locally is out of date.
Your grid operator: NGED West Midlands
Stoke-on-Trent’s wires belong to National Grid Electricity Distribution (West Midlands) — the DNO, a different organisation from your supplier. The rules are national and the sequence is the part that matters. Systems up to 16 A per phase (around a 3.68 kW inverter) follow G98: install, energise, notify within 28 days. Anything larger — most solar-plus-battery combinations included — follows G99: application approved by NGED before the system is switched on, typically a few weeks at domestic scale. Design can legitimately go either way on a terrace: a modest array within G98 keeps the timeline short, while a battery system accepts the G99 wait in exchange for better economics. What is not legitimate is fitting a G99-scale system first and asking afterwards — that is how inverters end up export-limited by an unhappy DNO.
The council, the 2050 target and what actually exists for households
Stoke-on-Trent City Council works to the national 2050 net-zero horizon through its Climate Change Action Plan — a later target than the 2030 ambitions of some cities, with much of the local decarbonisation energy directed at industry: the ceramics sector’s kilns are heat-hungry, and the Etruria Valley Enterprise Zone anchors commercial growth plans. For homeowners, the practical support is the national set: 0% VAT on domestic solar and battery installation until 31 March 2027, Smart Export Guarantee payments for MCS-certified systems, and means-tested retrofit routes (ECO4 and related schemes) for eligible households — relevant in a city with substantial pre-1919 stock and some of England’s most affordable housing. There is no general council-funded solar offer for Stoke owner-occupiers; treat any doorstep claim to the contrary as the sales tactic it is.
What a Potteries roof will actually produce
The honest range: a sound UK installation typically yields 850-1,050 kWh per kWp per year, graded from south to north. North Staffordshire sits in the middle of the band — unremarkable and entirely workable. On the terraces, the yield question is usually less about latitude than about chimneys: Victorian stacks throw long winter shadows, and whether your eight panels need per-panel optimisation (or just a smarter string layout) is a survey finding, not a brochure default. The survey — on the roof, not from a satellite image — finds the chimney shades the two western panels on winter afternoons, so the design fits optimisers to those two panels only, on an eight-panel, 3.6 kWp array. Fixings go into the rafters with each tile lifted and worked around, photographed before the panels cover them. The inverter lands in the cool rear addition rather than the loft. Sized within G98, the system is commissioned on day two and NGED West Midlands notified within 28 days; the MCS certificate follows and unlocks export registration. Commissioning is the unglamorous finale: insulation-resistance and polarity tests, inverter configuration, a check of the generation meter, and a walkthrough of the monitoring app with a plain explanation of what normal output looks like across the seasons. Nothing dramatic — which is the point. A good installation is a sequence of unremarkable decisions made correctly.
Stoke-on-Trent questions, answered directly
Do I need planning permission for solar panels in Burslem? In Burslem town centre, possibly — the conservation area designated in December 2022 came with Article 4(1) directions in January 2023 that remove some permitted development rights, so check your specific address with Stoke-on-Trent City Council before ordering anything. The residential streets outside the designated area remain standard permitted development for most houses.

The genuine checks are rafter condition, any historic sag, and the state of the covering — brittle century-old clay tile deserves a crew that has handled it before. If a roof is honestly too tired, the right answer is re-roof first (a natural moment to integrate panels) rather than load a failing covering.
Does Stoke’s mining history affect a solar installation? For rooftop solar, effectively no — the panels load your roof, not the ground, and the roof structural survey is the relevant check. Historic workings under parts of the coalfield matter for foundations, which is why mining reports appear at conveyancing and why a ground-mounted array here should factor ground conditions into its design. It is a question worth asking; it is rarely a problem worth losing sleep over.
Can panels go on Staffordshire blue clay tiles? Yes — blues are hard-wearing but brittle, so the fixing method uses lifted-and-worked tiles around rafter-fixed hooks, never load-bearing on the tile itself, with honest breakage terms agreed up front. Matching replacement blues are obtainable; mortar smears and silicone bodges are not an acceptable substitute. Ask your quoter how many clay-tile roofs their crew fitted last year.
