Ask an installer what makes Hull different and the good ones mention the tenfoots before they mention the weather. If you own a terraced house in Hull, the odds are there’s a roughly ten-foot-wide lane running behind it — a legacy of the building boom that followed the 1875 Public Health Act, when new bylaw terraces had to be built with rear access for waste collection. Streets of them went up across west and east Hull in a few decades, and today those tenfoots are an installation asset: they let the scaffold go up at the rear, off the public footway, no pavement licence required. It’s a small thing that changes cost, timing and neighbour goodwill — and it’s exactly the kind of local detail a desk-based national quote never sees.

There’s a second Hull-specific reality worth naming in the first breath: money. With an average house price around £145,000 (city base data) — the lowest of any major city we cover — a £6,000–£9,000 solar system is a proportionally bigger decision in Hull than in Cambridge, and the payback arithmetic deserves more honesty, not less. Start with a picture: a Holderness Road terrace, done properly

A scenario, clearly labelled as one. A bylaw terrace off Holderness Road, rear slope facing south-west over the tenfoot. Eight 440 W panels — 3.5 kWp, sized to the household’s actual consumption rather than the roof’s maximum. Scaffold up from the tenfoot on day zero. Roof anchors into the rafters (checked from the loft at survey, not guessed), each fixing photographed before the panels go over it. Because Hull sits exposed on the Humber estuary, the fixing density isn’t habit — it’s calculated against the wind loading for the site, with extra fixings in the roof’s edge zones where uplift concentrates. Inverter in the ground-floor cupboard, kept at 3.68 kW so the connection is a simple G98 notification to Northern Powergrid within 28 days of commissioning. Panels on in a day; electrics and commissioning the next morning; MCS certificate, Electrical Installation Certificate, DNO evidence and warranty registrations following within a fortnight. That’s the standard to hold every Hull quote against.

Hull’s roofscape: what you own and what it means for the job

Bylaw terraces with tenfoots — Hessle Road, Holderness Road, Newland Avenue, Beverley Road and the dense streets between. Slate and clay pantile originals, many long since retiled in concrete. The retile question is the first survey fact to establish: original slate needs slate hooks and slower labour; a concrete retile takes standard fixings quickly. Rear-slope arrays scaffolded from the tenfoot are the default design.

The Avenues and Pearson Park — Hull’s showpiece Victorian suburb of tree-lined avenues and substantial villas, and one of the city’s 26 conservation areas. Solar here is a design exercise: rear and concealed slopes, sensitivity to the streetscape, and mature street trees that can shade an otherwise perfect roof. The council’s conservation team and maps are the reference before any quote is worth the paper.

Garden Village — a genuine piece of housing history: roughly 600 houses and public buildings built between 1907 and 1914 as a model suburb for Reckitt’s workers, and the first conservation area Hull City Council ever designated, back in October 1970, with a refreshed character appraisal adopted in 2024. Roofline character is central to why the area is protected, so assume visibility-sensitive design and early conversation with the council rather than a standard permitted-development install.

Interwar and post-war estates — the interwar North Hull Estate, the post-war expansion east (Bilton Grange, Greatfield, Longhill) and the later northern estates at Orchard Park and Bransholme. Much of this stock is now owner-occupied and structurally well-suited: regular gable and hip roofs, concrete tile, straightforward access. On the shallower-pitch post-war forms, wind-uplift calculation matters more than owners expect in an estuary city.

Suburban west Hull and beyond — 1930s semis through Anlaby Park towards Anlaby, Willerby and Kirk Ella, plus the commuter stock of Cottingham, Hessle and Beverley. These are the region’s easiest installs: simple pitches, accessible lofts, tile coverings.

One more Hull-specific check belongs at survey: flood zones. Much of the city is low-lying, and in higher-risk streets it is sensible to keep inverters and especially batteries off the floor and out of the likeliest water path — garage wall rather than garage floor, ground-floor cupboard at height. PAS 63100 battery-siting guidance already pushes batteries out of lofts and bedrooms; in Hull, the flood map deserves a seat at the same table.

Planning in Hull: permitted development, then 26 exceptions to check

For most Hull houses, rooftop solar is permitted development under Part 14 Class A — no application needed — and England’s rules were rewritten from 27 August 2026 (SI 2026/896): wall-mounted panels on a house may now project up to 0.4 m from the wall (0.2 m where the wall fronts a highway), while panels on a pitched roof slope keep the long-standing 0.2 m projection limit — comfortably met by a standard rail-mounted array.

The care list is the city’s 26 conservation areas, including the Avenues and Pearson Park, Garden Village, the Old Town and the Georgian New Town, along with Boulevard and Coltman Street off Hessle Road. In conservation areas, arrays on elevations fronting a highway fall outside permitted development, and the Old Town’s listed buildings always need consent. Hull City Council publishes the full conservation area list and appraisals; five minutes checking your street — or a written planning position from your installer at survey — is cheap insurance.

Northern Powergrid, G98 and G99 — who approves what

Hull’s electricity network is run by Northern Powergrid (the Yorkshire licence area) — your DNO, distinct from your supplier. The split works the same as everywhere in Britain: systems up to 16 A per phase (about 3.68 kW of inverter output) connect first and notify within 28 days under G98; anything larger — including most solar-plus-battery combinations — needs a G99 application approved before energisation, with the DNO able to impose export limits. Domestic-scale G99 typically resolves in weeks. What you’re checking in a quote isn’t the timescale, it’s the sequence: the application should go in at survey stage, and the installer should name Northern Powergrid unprompted. An installer who can’t tell you your DNO is telling you something.

The council’s 2030 plan, the Humber context — and the honest funding picture

Hull City Council works to a 2030 carbon-neutral plan, and the city sits inside one of the UK’s most consequential energy regions: the Humber’s industrial cluster — Saltend prominent among the sites — is the focus of major decarbonisation investment, the Siemens Gamesa blade factory builds offshore wind turbine blades a couple of miles from the Old Town, and Humber Freeport status brings Enhanced Capital Allowances for qualifying businesses within its zones. For a smaller commercial building owner in Hull, that last point is worth real money and a proper conversation — and flat-roofed industrial and dockside premises are a natural fit for ballasted flat-roof solar, where nothing penetrates the membrane and wind calculation does the holding-down.

For homeowners, honesty requires saying what the 2030 plan does not do: there is no general council-funded solar scheme for owner-occupiers. The levers that exist are national — 0% VAT on domestic installation until 31 March 2027, Smart Export Guarantee payments once your MCS certificate is issued, and means-tested ECO4 support for qualifying households, which the council signposts.

What exactly is a tenfoot, and why do installers care? The ten-foot-wide back lane behind Hull’s bylaw terraces, built for rear access under post-1875 street rules. For solar it means the scaffold can usually go up at the rear off the public footway — cheaper, faster and no council pavement licence. If your quote assumes front scaffold on a tenfoot street, ask why.

Do I need planning permission in the Avenues or Garden Village? Check before assuming. Does Hull’s wind exposure change the installation? It changes the calculation, not the feasibility. Fixing density and ballast (on flat roofs) are worked out against site wind loading, with edge and corner zones of the roof getting more restraint. On an exposed estuary city that calculation genuinely matters — a quote with no mention of wind loading on a shallow-pitch or flat roof is a red flag.

Should flood risk affect where my inverter and battery go? In the higher-risk parts of a low-lying city, yes — it’s basic sense layered on top of PAS 63100: batteries out of lofts and bedrooms as standard, and in flood-mapped streets, kit mounted at height on a wall rather than sat on a ground floor or garage slab. It costs little to do at install time and a lot to retrofit.
