Nottingham wants to be carbon-neutral by 2028 — here’s what that means for your roof
Nottingham City Council has set a carbon-neutral target of 2028 — the most ambitious city-level commitment in the UK, two decades ahead of the national 2050 date. If you’re a homeowner in Nottingham weighing up solar, that target is more than civic branding: it shapes a planning culture that treats rooftop panels as normal, and it sits on a longer civic-energy tradition — this is the council that founded its own energy company, Robin Hood Energy, in 2015 (wound down in 2020), and that has been fitting solar to its own housing stock for years. Around 337,000 people live in the city (ONS estimates), and a large fraction of them own exactly the kinds of roofs — red-brick Victorian terraces, 1930s semis, post-war estate houses — that this page walks through, installation detail first.
What the 2028 target does not do is pay for your panels. There is no general council grant for owner-occupier solar in Nottingham; the funded routes are means-tested national schemes. What you get instead is a straightforward planning position, a competitive local installer market, and 0% VAT on domestic installation until 31 March 2027. The rest is about doing the job properly — which is where the money is really won or lost.
What Nottingham’s houses are made of, and how that changes the install
Nottingham’s housing stock splits into four broad families, and each one changes the installation method.
Red-brick Victorian and Edwardian terraces dominate Lenton, Radford, Forest Fields, Sherwood, Sneinton and The Meadows. 1930s semis fill Wollaton, Sherwood’s edges, Bakersfield and much of Beeston and Arnold beyond the boundary. These are Nottingham’s easiest installs: simple pitches, accessible lofts for checking rafters, concrete or clay tile. Watch for hipped roofs (fewer panels per slope, sometimes a front-and-rear split) and for the original 1930s wiring that occasionally means consumer-unit work belongs in the quote.
Post-war estates — above all Clifton, where the first residents arrived in 1951 and which on completion in 1958 was regarded as the largest council estate in Europe. Right-to-buy has put thousands of Clifton houses into private ownership, and they are structurally good candidates: regular roof forms, decent rafters, straightforward access. Aspley, Bilborough, Bestwood and Bulwell follow similar patterns. The survey point on this stock is roof covering age — many estates are on their original or first-replacement concrete tiles, and if a retile is due within a decade, it is worth pricing the re-roof-plus-solar sequence before defaulting to on-roof.
A worked scenario before the paperwork: Wollaton semi, panels plus battery
Picture a typical install rather than a sales story. A 1930s Wollaton semi, rear slope facing south-west, unshaded. Nine 440 W panels (4 kWp) on standard hooks into sound rafters, confirmed from inside the loft at survey. A hybrid inverter and 9.5 kWh battery go in the attached garage — not the loft — following PAS 63100 siting guidance. Because inverter plus battery exceeds 16 A per phase, this is a G99 job: the application went to the network operator at survey stage and came back approved before installation day. Scaffold up Monday, roof work Tuesday, electrics and commissioning Wednesday morning, fixing photographs and the full handover paperwork list agreed before anyone went up a ladder. Nothing about that sequence is exotic — it is the right order of work, and it is the thing to compare quotes on.
Planning permission in Nottingham: the rule, then the exceptions
For most Nottingham houses, rooftop solar is permitted development under Part 14 Class A of the GPDO, and England’s rules relaxed further from 27 August 2026 (SI 2026/896): wall-mounted panels on a house may now project up to 0.4 m from the wall (0.2 m where the wall fronts a highway), while the roof-slope limit stays at 0.2 m.
The exceptions concentrate in the city’s 33 conservation areas. Your network operator is NGED East Midlands — and the order of paperwork matters

One practical note for older Nottingham stock: nearly all of the city’s houses are on a single-phase supply, so the 16 A threshold in practice means one inverter of up to about 3.68 kW — comfortably enough for most 8–10 panel arrays, and the reason many installers cap the inverter rather than trigger a G99 for marginal extra output.
