Caversham and the river fringe. Flats and the town centre. The 15 conservation areas — and where solar fits around them

Reading Borough Council designates 15 conservation areas, among them Castle Hill/Russell Street/Oxford Road, St Mary’s Butts/Castle Street, Market Place, Eldon Square, Downshire Square, Kendrick, Redlands, Christchurch, South Park, Alexandra Road, St Peter’s and Surley Row in Caversham, The Mount, Routh Lane and Horncastle. Outside these, the standard position applies: rooftop solar on a house sits inside GPDO Part 14 Class A permitted development, and the 27 August 2026 amendment (SI 2026/896) permits wall-mounted panels to project as much as 0.4 m from the wall — 0.2 m where the wall fronts a highway — while panels on the roof slope keep the 0.2 m limit.

Inside a conservation area, the practical rule of thumb is elevation-sensitivity: rear and concealed slopes usually stay within permitted development, while panels visible from the street may need an application, and an all-black, low-profile design materially improves the odds when one is required. Listed buildings — clustered around the Abbey Quarter, Market Place and the older institutional stock — always require listed building consent. None of this is a reason to give up; it’s a reason to have the planning position confirmed in writing at survey, which any Reading installer worth hiring will do unasked.

SSEN runs Reading’s wires — from Reading

Reading’s distribution network operator is Scottish and Southern Electricity Networks, whose Southern licence area covers the Thames Valley — and whose English head office is in Reading itself. Framed explicitly as an illustration: an Edwardian terrace off Cholmeley Road, main roof facing south-east over the street and north-west over the yard. The design puts eight panels on the rear main slope — fixings into surveyed rafters, slates dressed around each bracket — and two more on the flat roof of the two-storey rear addition, on ballasted trays at 12 degrees with a wind-zone calculation confirming the ballast load the deck can take. A compact battery sits in the ground-floor utility area against an outside wall, PAS 63100-compliant. The battery tips the system into G99, so SSEN’s approval was secured before the scaffold booking. Total roof time: two days. The flat-roof panels are the detail most quotes would have skipped — and they lift annual generation meaningfully for marginal extra cost.

Who is the DNO for Reading, and does it matter which supplier I’m with? Scottish and Southern Electricity Networks (Southern licence) operates Reading’s network regardless of who bills you — supplier and network operator are different companies. I’m in the Castle Hill or Russell Street conservation area — is solar off the table? No, but the design has to respect the designation. Rear and non-street-facing slopes generally remain permitted development; visible elevations may need an application, where low-profile all-black arrays fare best. Listed buildings need consent in every case. Ask for the planning position in writing as part of your survey.

Can panels go on the flat roof of my terrace’s rear addition? Often, yes — provided the deck is structurally sound and the covering has life left in it. Ballasted tray systems avoid penetrating the waterproofing, but they add 12–25 kg/m² of dead load and need a wind-uplift calculation per roof zone. A quote for flat-roof panels without a ballast calculation attached is a quote to decline.

Are Reading’s Victorian slate roofs a problem for installers? Only for the wrong installers. Slate demands specific hooks or careful dressing at every fixing, sacrificial spares on hand, and a crew with slate hours behind them.
